Informal set slang for a person who is not working as part of the production crew or cast.

In practice

The term can distinguish members of the public near a location, but “public,” “resident,” “guest,” or the person’s actual relationship is usually clearer. It does not reduce the production’s duties around consent, access, traffic, or safety.
